This was expected as the veteran signal-caller has been dealing with an ankle injury since Week 6. Rookie quarterback Will Levis looked sharp in his debut, throwing four touchdowns in a victory over the Atlanta Falcons in Week 8, and he could be in line for another solid performance against a banged-up Pittsburgh secondary that is missing safety Minkah Fitzpatrick. Even if Levis struggles, he brings a more dynamic edge to a Tennessee offense that has looked slow and stagnant under Tannehill when healthy.
