Philadelphia Eagles running back Rashaad Penny is active for just the second time this season. He'll suit up against the Dallas Cowboys on Sunday with Boston Scott sidelined due to personal reasons. Penny's only game experience this season came back in Week 2 when he totaled 14 scrimmage yards. Given his role as the No. 3 running back in Philadelphia, Penny can be left on waivers in all fantasy leagues.
