Baltimore Ravens running back Justice Hill ended up as the No. 1 back in Week 16 because the game script allowed for it. Hill has always been the one to get more of the passing-down work over Gus Edwards. The issue is that Hill has only scored one touchdown all season, and the last time he produced a double-digit fantasy performance, even in PPR formats, was in Week 5. On top of that, the Miami Dolphins are a top-five defense against opposing running backs and they've been even better over the last couple of weeks, allowing just 69 yards on 27 carries. Hill's role in the offense warrants some extra value, but that only amounts to a low-end flex play.
